    Visual representation of audio, including dialouge, sound effects, and song lyrics.    
         
    ENCODING    
    Insertion of caption data onto submaster in the vertical blanking signal on Line 21 of the television video signal.    
         
    OFF-LINE CAPTIONING    
    Captioning of pre-recorded television programming and videos.    
         
    ON-LINE CAPTIONING    
    Captioning of live events, sports, and news. Precision can refer to an appropriate vendor if requested.    
         
    CLOSED CAPTIONING    
    Captions can be seen only if decoded by activating the "captions" option built-in to all TV sets manufactured after 1993.    
         
   
   
         
    FCC REQUIREMENTS    
         
   

The Telecommunications Act of 1996 empowered the FCC to regulate closed captioning.

The interim requirements are:

- 25% of all programming captioned by January 1, 2000
- 50% of all programming captioned by January 1, 2002
- 75% of all programming captioned by January 1, 2004
- 100% of all programming captioned by January 1, 2006
